Lider Kadro Karakter ve Tercihlerinin Dış Politikadaki Yeri ve Önemine Bakış

Bu araştırma, lider kadronun karakter özelliklerinin ve tercihlerinin dış politika kararları üzerindeki belirleyici etkisini, güncel uluslararası krizler ve dijital çağın getirdiği yeni dinamikler bağlamında sistematik olarak incelemektedir. Küreselleşme sürecinin oluşturduğu karmaşık güvenlik sorunları, popülist liderlerin yükselişi ve sosyal medyanın diplomasiyi dönüştürmesi, lider faktörünün uluslararası ilişkilerdeki rolünü yeniden değerlendirmeyi zorunlu kılmaktadır. Çalışmanın temel amacı, liderlerin psikolojik özelliklerinin, kişisel hesaplarının ve tercihlerinin hangi koşullar altında ve ne ölçüde dış politika kararlarını şekillendirdiğini ortaya koymaktır.
Araştırmada nitel yöntem çerçevesinde karşılaştırmalı vaka analizi kullanılmış, Vladimir Putin (Rusya), Donald Trump (ABD), Xi Jinping (Çin) ve Angela Merkel (Almanya) örnekleri üzerinden derinlemesine inceleme gerçekleştirilmiştir. Hermann'ın liderlik özellikleri analizi, Bueno de Mesquita ve Smith'in seçici grup kuramı, Jervis'in algı teorisi ve Post'un psikobiyografik yaklaşımını sentezleyen özgün bir kuramsal çerçeve geliştirilmiştir. Veri toplama sürecinde liderlerin resmi konuşmaları, diplomatik yazışmalar ve dönem tanıklıklarının sistematik içerik analizi yapılmış, konuyu anlama ve derinleşmede doyum noktasına varıncaya kadar ilgili farklı kaynaklar araştırılarak okunmuştur.
Bulgular, narsisistik kişilik özelliklerinin saldırgan dış politika tercihlerine yol açtığını, paranoyak eğilimlerin güvenlik takıntılı politikalar ürettiğini, otoriter sistemlerde kurumsal filtrelerin işlevsiz olduğunu ve lider hatalarının sistematik politika felaketlerine dönüştüğünü göstermiştir. Demokratik sistemlerde parlamenter denetim ve özgür basının lider faktörünün aşırı etkisini %68 oranında sınırlandırdığı, dijital çağın ise dürtüsel/içgüdüsel (impulsif) karar vermeyi artırdığı tespit edilmiştir. Çalışma, lider zaaflarının dış güçler tarafından manipüle edilmesinin ulusal güvenliği tehdit ettiğini ortaya koymuş; kurumsal denetim mekanizmalarının güçlendirilmesi, dijital diplomasi protokollerinin geliştirilmesi ve lider psikolojisi uzmanlarının istihdam edilmesi önerilerini sunmuştur. Araştırma, "Bağlamsal Lider Etkisi Modeli" geliştirerek literatüre özgün katkı sağlamış; lider faktörünün dış politikadaki rolünün sistematik analizine yönelik metodolojik araçlar sunmuştur.
