Dynamic capabilities; It refers to strategic level capabilities related to a high level of environmental uncertainty, change and innovation beyond the organizational capabilities necessary for organizations to carry out their routine activities. From this perspective, it can be thought that dynamic capabilities are embedded in the strategic plans and policies of the institutions. In this study, the strategic plan of a development agency is evaluated through dynamic capabilities. In the study, where the qualitative research approach and document analysis technique were adopted, the strategic plan of the development agency was analyzed within the categories determined using the literature of dynamic talents. According to the results of the analysis, the distribution of the dynamic capabilities was determined in the strategic plan and suggestions were made depending on this distribution.
