Abstract

The idea that the state is the primary responsible for the delivery of public services has weakened with the domination of liberal approach to the public sector. In this process, semi-public organizations or market actors filled the areas where the state apparatus was withdrawn. As today, developing technology, changing social structure and new individual needs and demands shaped the expectations of citizens from public service. As one of the ways to meet the gradually diversifying public needs of the society, the participation of citizens' as active actors to the process of fulfilling the public service has come into prominence as well. This participation may be in the nature of public duty obligation, civic duty or social responsibility as well as rewarding citizens. In this study, the answers will be sought for the applicability, sustainability and effectiveness of citizens’ participation in the fulfillment of public services in today's conditions. At this point, the process of fulfillment of public services by certain applications both in Turkey and internationally have been shown with concrete examples. As a result, it was determined that the citizen participation in the fulfillment of the public service has been increasingly implemented both in the world and in Turkey, however in this case it was also understood that this process has brought some advantages and disadvantages along. The biggest advantages have been shown as the fact that the delivery of public services by the citizen has a decreasing effect on the cost of public services while increasing effect on the social benefit. On the other hand, the biggest disadvantage has been obtained as the concern for the possibility of damaging balance between individual rights and freedoms and public benefit against personal rights and freedoms.
