Since 1971, 2 instructions, 16 separate regulations, and 20 other regulations related to those issues about the assignment and the employment of the school managers have been published. In these legislations and complete revisions, a variety of criteria and methods for the assignment terms have been determined officially.
Therefore in this study, it is aimed at presenting a historical perspective in order to compare the basic evaluation criteria on the selection and the assignment of the school managers, according to the current assignment legislation of the administration between 1971-2019.
Upon examining the 21.06.2018 dated regulation and the attached document about upcoming changes on the assignment of the directors to the educational institutions affiliated to the Ministry of Education which was published with the Official Gazette number 30681, it is understood that the evaluation in accordance with the Director Evaluation Form was not objective and also it did not encourage the self–improved school principals resulted in bringing the evaluation process into disrepute.
