The European Union emerged as a coal-steel community, but with the subsequent change and transformation process, common policies have been developed in many areas. In order for the developed policy processes to function properly, public administration structures must be effective and efficient. However, the EU expects candidate and member states to develop a common public management system. Turkey also tried to restructure the public administration during the EU membership process. With this study, it is aimed to examine the Turkish public administration in the context of progress reports in the process of harmonization with the EU. In order to realize this aim, first of all, a theoretical framework was created with the data obtained from domestic and foreign sources. In the content analysis part, which will fulfill the purpose of the study, the annual progress reports published by the European Union for Turkey were analyzed and the developments and problems in Turkish public administration were revealed. As a result of the study, the level of harmonization of Turkish public administration with the EU was revealed in the context of progress reports
