INTEGRATION OF SYRIAN REFUGEES INTO THE LABOR MARKET OF TURKEY

The massive influx of Syrian refugees into Turkey has accelerated ongoing legal changes related to immigration. The enactment of a work permit regime for those in temporary protection status in early 2016 marked a transition to long-term planning for 3 million Syrians. Nevertheless, most Syrians continue to work informally in informal settings. This report examines the challenges faced by Syrians in the Turkish labor market in light of legal developments and advises policymakers to focus on regulations that prevent refugees from participating in the informal labor market without harming themselves and encourage employers to hire Syrians. Developing vocational training programs that take into account the skills of refugees and adapt them to the needs of the labor market will both improve the quality of life of refugees and contribute to the economy.
