The state tradition and organization of the equestrian tribes, which dominate the steppe geography and have a strong structure, have a very important place. The aim of this study is to examine the factors affecting the birth, development and shaping of the understanding of the state, how the concept and understanding of the state were formed in the steppe, the phases it went through, the elements that make up the state, the duties and authorities of the khans, and the environment in which he grew up is of great importance. This study was created by considering written sources in accordance with historical research and evaluation methods. At the completion of our work; Books and articles written on the subject were used. “The leadership abilities of the Khagans in bringing the scattered tribes together in the formation of the state within the Turkish state tradition should also be known. In Scythian Huns and Göktürks, the leadership skills of the leader were discussed as a whole. Works related to Turkish history were used. The steppe lifestyle has a very important place in the formation and development of Turkish political culture. The Turks, who founded many states in history, have a wide political culture and state experience. Therefore, in the place of every collapsed state that has never been without a state at any stage in history, a new one has sprouted and matured under the leadership of a new leader. The steppe Turk is a simple nomad in peacetime, a patriotic hero in wartime, and a brave soldier. The tribes were forming new political unions with other tribes as necessary. The steppe state showed the characteristics of a loose tribal federation. Turks have never been able to fit themselves to live in captivity and have always gathered around a leader and established new states by fighting a War of Independence. Since the Khans know this characteristic structure, they form their organizations easily.
