The program draft prepared for character education at the 4th grade of Primary Education was developed according to the Taba-Tyler model. All of the achievements was prepared according to the sensory field. Linear program approach was used when editing the content dimension related to character education. The Character Education Questionnaire Form prepared with 16 items and 4-point Likert type was applied to the relevant age level, and the data were evaluated with descriptive statistics, 3 items of the questionnaire were removed and reduced to 13 items. It is foreseen that the draft of the character education curriculum will be made in the assessment and evaluation dimension with peer and group evaluation.
