Abstract

The Occupational Health and Safety Law No. 6331, which entered into force in 2012, brought new and important regulations in the field of occupational health and safety (OHS). One of the most important features of the law is that it covers all workplaces regardless of the public and private sectors. In Law No. 6331, the roles of public institutions and organizations in OHS practices are arranged in a multi-dimensional way that can be considered from various angles. In this context, public institutions play a role in the process as employers who implement the obligations specified in the OHS legislation in their workplaces, as actors providing OHS training and services, and as financiers supporting OHS services. In addition, other activities of public institutions and organizations in OHS services such as policy determination, regulation, supervision, implementation of administrative sanctions and coordination are the natural powers and duties of being a public authority. Considering these issues, it is understood that OHS practices in public institutions are a multi-dimensional issue. In this context, the aim of the study is to consider the duties, powers and responsibilities of public institutions and organizations as a whole in OHS practices and to contribute to the correct understanding and implementation of OHS practices. In the study, in which qualitative research methodology was used, the data were reached with the secondary literature review data collection method. As a result, it can be said that although public institutions have made significant progress in fulfilling their OHS duties and responsibilities, institutions remain in the background in OHS training and services.
