Abstract

The problem of inefficiency in TurkishPublic Administration is one of the problems wehaveen countered in recentyears. People working on Public Administration often discussed how staff productivity has impacted on motivation and what needsto be done. It is seenthatthe New Public Management approach, whichdeveloped in the mid-1980s, has affected the motivation of the personnel's productivity and the personel acted within this approach. One of the most important factors affecting motivation in public administration positively and negatively is efficiency. The positive and negative aspects of productivity, including traditional public administration and new public administration, havealways influenced motivation. Inthisstudy, positive and negative factors and behaviors affecting the effectiveness of Turkish Public Administration personel areexplained. Inpublic administration, how efficiencyaffects motivation is explainedand in formation is givenabout it.
