The ombudsman system in the world first emerged in Sweden, a Scandinavian country, in the 19th century. The Ombudsman is a public organization that receives complaints from citizens at the points where they experience victimization or violation of rights against public administrations and conducts investigations on these complaints. Today, it shows an example of practice in almost all states of the world. The fact that the Ombudsman operates in almost all countries of the world provides evidence that it has a flexible structure and is the guarantor of the rule of law, human rights and democracy. In this context, the ombudsman can be considered as the idea of a liberal democracy that has become the common mind of humanity. In this study, the ombudsman of the state of Zambia in Africa is explained with its structural-institutional and functional aspects and expressed with a certain systematic. The method of the study is the literature review carried out within the framework of descriptive analysis. In the literature review, scientific publications in Turkish and English and official reports of institutions were used to express country ombudsman. According to the results of the study, the Zambian Ombudsman offers one of the successful and pioneering ombudsman examples in Africa, despite the obstacles in front of it, and strengthens Zambian democracy.
